Why Is My W-2 Box 18 Blank But Box 19 Has an Amount?

Receiving a Form W-2 with an amount in Box 19 for local income tax but a blank Box 18 for local wages can be confusing. While it may seem incorrect, there are specific and valid reasons this can occur, which are important to understand for filing an accurate tax return.

The Purpose of W-2 Boxes 18 and 19

Box 18 on your W-2 reports the total amount of your wages subject to local income taxes. Box 19 shows the total local income tax withheld from your pay, and Box 20 lists the name of the locality. The amount in Box 19 is usually calculated based on the wage amount in Box 18.

For example, if a city has a 1% income tax, Box 19 would show 1% of the wages from Box 18. This direct relationship is why finding an amount in the tax box without a corresponding wage amount can be puzzling.

Potential Reasons for the Discrepancy

There are two main explanations for a blank Box 18 when Box 19 has a value. The first is a payroll processing error, where an employer accidentally omitted the local wage information. This is a clerical mistake that requires a corrected W-2.

The second reason involves the type of local tax. Some municipalities impose occupational privilege taxes, which are flat-rate fees for working in a locality, not an income tax based on a percentage of earnings. For example, a jurisdiction might levy a flat tax of $52 per year, collected at $1 per week.

Since this tax is a fixed amount and not based on a wage figure, there are no “local wages” to report in Box 18. Your employer may also note this occupational tax payment in Box 14, labeled “Other.”

Action Steps for Tax Filing

If you encounter this issue, contact your employer’s payroll or human resources department to ask if the blank Box 18 is an error or intentional.

If your employer confirms it was a clerical error, you must request a corrected Form W-2, known as a W-2c. Do not file your tax return until you receive this corrected form.

If the employer states the W-2 is correct because the amount in Box 19 represents a flat-rate occupational tax, you can proceed with filing. Tax software may require a manual entry in Box 18 to proceed; entering $0 is often the correct choice to ensure you get proper credit for the tax paid.
