Electronic Benefits Transfer (EBT) is the system used for delivering Supplemental Nutrition Assistance Program (SNAP) benefits to eligible individuals and families. While these benefits are primarily intended for purchasing groceries, a specific program extends their use to certain restaurants for prepared meals. This article explains how to identify participating establishments and the conditions for using EBT for prepared meals.
The Restaurant Meals Program (RMP) is a state-optional initiative that allows specific SNAP recipients to purchase prepared meals at approved restaurants. It serves individuals who may face challenges in preparing or storing food, such as those experiencing homelessness, seniors, and people with disabilities.
Eligibility for the RMP is determined by the state and is often automatically assigned to SNAP households where all members meet the criteria, such as being elderly, disabled, or homeless.
Participation in the RMP does not alter the amount of SNAP benefits received. It offers an additional method for eligible individuals to utilize their existing benefits for prepared meals. Some states participating in the RMP may also offer a small discount on the cost of meals purchased through the program.
Locating restaurants that accept EBT under the Restaurant Meals Program requires specific methods, as not all restaurants are authorized. Many participating establishments display clear signage or decals, often indicating EBT or SNAP acceptance through the RMP. These signs might explicitly state “Participating Restaurant: SNAP Restaurant Meals Program” or feature the EBT logo.
State SNAP or EBT program websites are valuable resources for finding authorized locations. Many states that operate an RMP provide online directories, interactive maps, or lists of participating restaurants. Users can typically search these government websites by address, city, or zip code.
Direct inquiry is another approach. Individuals can ask restaurant staff if they accept EBT payments as part of the RMP. While various types of restaurants, including some fast-food chains and casual dining spots, may participate, acceptance is location-specific and not guaranteed across all branches.
When using an EBT card at an RMP-authorized restaurant, the types of items that can be purchased are specifically defined. The program allows for the purchase of hot, prepared meals intended for immediate consumption. This distinction is important, as it differs from the usual SNAP rules for grocery stores.
Items prohibited from purchase with EBT at RMP locations include cold grocery items, unless they are part of a prepared meal. Non-food items, alcoholic beverages, and tobacco products are also not eligible for purchase. Similarly, tips for service and delivery fees cannot be covered by EBT benefits.
Sales tax on meals purchased with EBT food benefits is not charged by participating restaurants. However, if any portion of the meal is paid for with EBT cash benefits, that portion may be subject to applicable taxes.
The process of using an EBT card at a participating restaurant is straightforward, much like using a standard debit or credit card. When paying, you will present your EBT card to the cashier, who will process it through a point-of-sale (POS) terminal. You will be required to swipe or insert your card and enter your Personal Identification Number (PIN) to authorize the transaction.
If the EBT cardholder is eligible for the RMP, the transaction will proceed, and the cost of the meal will be deducted from the EBT balance. If the cardholder is not eligible, or if there are insufficient funds, an error message will appear, and the transaction will not be approved.
Upon completion of the purchase, a receipt will be provided, which shows the cost of the meal and the remaining balance on your EBT card. Review the receipt for accuracy. If any issues arise during the transaction, such as a declined card despite eligibility, individuals can contact their state’s EBT customer service helpline for assistance.
