SUTA taxes fund state-specific unemployment trust funds, while FUTA taxes support the federal oversight of state programs and provide extended benefits during high unemployment periods. Employer Responsibilities for SUTA

SUTA is primarily an employer-paid tax; generally, employees do not contribute to it. However, in a few states, such as Alaska, New Jersey, and Pennsylvania, employees are also required to contribute to the SUI fund. The taxable wage base represents the maximum amount of an employee’s wages subject to SUTA tax in a calendar year. This amount varies significantly by state, ranging from as low as $1,500 to over $72,000 in different jurisdictions.

The experience rating system adjusts an employer’s SUTA tax rate based on their history of unemployment claims filed by former employees. A lower number of unemployment claims generally results in a lower tax rate, providing an incentive for businesses to maintain stable employment. New employers typically start with a standard “new employer rate” before they establish their own experience rating, which usually takes a few years.
