Qualifying for the Scheme

Eligibility for the Motability Scheme is determined by the specific mobility allowances an individual receives. To qualify, applicants must be in receipt of the Enhanced Rate of the Mobility Component of Personal Independence Payment (PIP) or the Higher Rate Mobility Component of Disability Living Allowance (DLA). Other qualifying allowances include the Armed Forces Independence Payment (AFIP) and the War Pensioners’ Mobility Supplement (WPMS). For those residing in Scotland, the Higher Rate Mobility Component of Child Disability Payment and the Enhanced Rate Mobility part of the Adult Disability Payment also grant eligibility.

The qualifying allowance must have at least 12 months remaining on the award at the time of application. This ensures the continuity of payments to cover the lease duration. While the allowance is typically paid directly to Motability Operations Ltd, the scheme is structured to facilitate independent living. It is also possible for a nominee, such as a parent or carer, to apply on behalf of the eligible person if they do not drive or are a child aged three or over. The vehicle must always be used by, or for the benefit of, the disabled person.

Vehicle Choices and Support

The Motability Scheme offers a variety of vehicle types to suit different needs, primarily focusing on cars, but also including Wheelchair Accessible Vehicles (WAVs), scooters, and powered wheelchairs. Cars are the most common choice, ranging from compact models ideal for city driving to larger family vehicles. The standard lease term for cars is typically three years, while WAVs usually have a five-year lease period.

A significant benefit of the Motability lease is the comprehensive support package included, which covers many of the typical running costs of a vehicle. This package provides insurance for up to three named drivers, ensuring broad coverage for the user and their designated drivers. Routine servicing and maintenance are also covered, handled by the local car dealership, along with breakdown assistance provided by organizations like the RAC. Costs for tyre replacement and repair, as well as windscreen repair and replacement, are included. Many necessary vehicle adaptations can be fitted at no additional cost if ordered at the start of the lease, enhancing accessibility without extra financial burden.

Understanding Financial Contributions

Participating in the Motability Scheme involves exchanging the weekly mobility allowance for the vehicle lease. The Department for Work and Pensions (DWP) or Veterans UK typically pays this allowance directly to Motability Operations Ltd for the duration of the lease agreement. For many vehicles, the entire weekly mobility allowance covers the lease cost, meaning no additional upfront payment is required.

However, for larger or more expensive vehicles, an “Advance Payment” may be necessary. This is a one-off, non-refundable payment made at the beginning of the lease agreement. The amount of the Advance Payment varies significantly depending on the chosen vehicle’s cost, servicing, maintenance, and anticipated resale value.

It is important to note that this payment is not a deposit and is not refunded at the end of the lease. Leaseholders are responsible for fuel and oil costs, as these are not covered by the scheme. Users should consider their overall budget to ensure they can manage these additional running expenses.

Vehicle Application Process

The application process for a Motability vehicle is structured to guide applicants through the necessary steps. The initial stage often involves visiting a Motability-accredited dealership, where specialists can assist in selecting a suitable vehicle and discussing any required adaptations. Alternatively, applicants can begin the process online through the Motability website.

Once a vehicle is chosen, the dealership usually handles the application submission online. Applicants will need to provide specific documentation, which typically includes their award letter from the Department for Work and Pensions (DWP) or Veterans UK, confirming their qualifying benefit and its remaining duration. Proof of identity, such as a driving license or passport, is also required. After the application is submitted, Motability verifies eligibility and conducts insurance checks. Upon approval, a confirmation letter is sent, usually within two weeks, and the vehicle is then prepared for collection or delivery.
