Is a Foot Spa an FSA-Eligible Medical Expense?

A Flexible Spending Account (FSA) allows individuals to set aside pre-tax money from their paycheck to pay for eligible healthcare expenses. This tax-advantaged account helps reduce out-of-pocket costs for a wide range of medical, dental, and vision services and products.

General Rules for FSA Eligibility

The Internal Revenue Service (IRS) defines a “qualified medical expense” as costs paid for the diagnosis, cure, mitigation, treatment, or prevention of disease, or for the purpose of affecting any structure or function of the body. This definition forms the foundation for what can be reimbursed through an FSA.

Expenses beneficial to general health, such as vitamins, are not considered qualified medical expenses. For items that are not inherently medical, like certain over-the-counter products or equipment, a doctor’s recommendation or prescription plays a role in establishing medical necessity.

Foot Spa Eligibility Requirements

A foot spa is not eligible for FSA reimbursement if its purpose is for general relaxation, personal care, or comfort. Foot massagers are categorized as wellness or luxury items rather than medical devices.

An exception can be made if a licensed medical professional, such as a physician or podiatrist, prescribes it for the treatment of a specific medical condition. For a foot spa to be eligible, it must be prescribed to treat or alleviate a diagnosed medical condition like neuropathy, poor circulation, chronic foot pain, or diabetes-related foot issues.

A Letter of Medical Necessity (LMN) is required. This letter serves as a written statement from the medical professional confirming the item’s necessity for treatment. The LMN must clearly state the specific medical condition, explain how the foot spa will treat or alleviate it, and indicate the duration of the recommended use. It must also include the doctor’s signature and the date, certifying the item is for medical purposes and not for general health or cosmetic use.

Claiming FSA Reimbursement

After meeting eligibility requirements, including obtaining a Letter of Medical Necessity if necessary, the process of claiming FSA reimbursement begins by submitting documentation to your FSA plan administrator. This submission can be done online through a portal, via a mobile application, by fax, or by mail.

An itemized receipt for the foot spa is required. This receipt must show:
The date of purchase
The vendor’s name
A detailed description of the item purchased
The total amount paid

If a Letter of Medical Necessity was required, it must be submitted alongside the itemized receipt. After submission, claims are processed within 1 to 7 business days. It is advisable to keep copies of all submitted documents for your personal records, in case any further substantiation is requested or an appeal becomes necessary.
