The state employs a graduated income tax system, with rates that vary based on income level and filing status, ranging from 4.75 percent to 9.9 percent. Before making a payment, taxpayers must accurately determine their tax liability. This amount is derived from a completed tax return or estimated tax worksheets.

Individuals need specific identification details, such as their Social Security Number (SSN) or Individual Taxpayer Identification Number (ITIN). The exact amount owed, along with the relevant tax year and form type, are also necessary. Taxpayers can find this information on their prepared tax returns or through the Oregon Department of Revenue’s (ODR) Revenue Online portal. The ODR website provides tax calculators to estimate tax liability.

Available Payment Methods

Once the tax liability is determined and necessary information is gathered, several methods are available for submitting payments to the Oregon Department of Revenue. Online payments offer a convenient option through the Revenue Online portal, allowing taxpayers to pay directly from a checking or savings account free of charge.

Credit or debit card payments are also processed through Revenue Online, though these may incur a service fee from a third-party processor. To make an online payment, individuals select the “Make a Payment” option on the ODR website and follow the prompts to enter their personal and payment details. This includes providing their SSN, tax year, and the specific form type.

For those who prefer traditional methods, payments can be made by mail using a check or money order. When mailing a payment without a return, it should be accompanied by Form OR-40-V, the Oregon Individual Income Tax Payment Voucher. The check or money order must be made payable to the “Oregon Department of Revenue,” and the last four digits of the SSN or ITIN, along with the tax period, should be written on it. Payments mailed with a return should be sent in the same envelope as the return, without a separate voucher.

Important Dates and Filing Considerations

The primary annual deadline for filing and paying Oregon individual income tax is April 15th for calendar year filers. If this date falls on a weekend or holiday, the deadline shifts to the next business day. Taxpayers expecting to owe more than $1,000 after withholdings and credits may need to make estimated tax payments throughout the year, with quarterly due dates on April 15th, June 15th, September 15th, and January 15th of the following year.

If a taxpayer needs more time to file their return, an extension can be requested. Oregon recognizes a federal extension (IRS Form 4868), so a separate Oregon extension is not required if a federal extension is filed and no Oregon tax is due. An extension of time to file is not an extension of time to pay; any tax owed is still due by the original April 15th deadline to avoid penalties and interest. If an Oregon-only extension is needed, or if tax is owed with a federal extension, taxpayers can use Form OR-40-V to make an extension payment by the original due date.

Managing Payment Challenges

Taxpayers facing difficulties in paying their full Oregon state tax liability by the due date have options to address these challenges. The Oregon Department of Revenue offers payment plans, also known as installment agreements, which allow individuals and businesses to pay off their tax debt over time through scheduled monthly payments. These plans can extend for up to 36 months and can be set up through the Revenue Online portal. If more than 36 months are needed, taxpayers may need to submit a Statement of Financial Condition form.

Penalties and interest may accrue on underpayments or late payments, even if a payment plan is established. A 5 percent late-payment penalty applies to any tax not paid by the original due date, regardless of whether an extension to file was granted. If a return is filed more than three months after the due date (including extensions), an additional 20 percent late-filing penalty may be added, potentially accumulating to a total penalty of 25 percent of the unpaid tax. Interest also applies to unpaid balances, with the annual interest rate for interest periods beginning on or after January 1, 2025, set at 9 percent.
