Connecticut’s primary electric vehicle (EV) incentive is the Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) program. While many search for a “CT EV tax credit,” CHEAPR is not a tax credit but a point-of-sale rebate. This provides an immediate financial benefit by directly reducing the vehicle’s purchase price at the dealership. A tax credit, in contrast, is claimed on an individual’s annual tax return to reduce their overall tax liability, with the benefit realized much later. The CHEAPR program is designed to make electric vehicles more affordable at the moment of purchase.
Qualifying Electric Vehicles
For a vehicle to be eligible for a CHEAPR rebate, it must meet criteria for its technology and price. The program covers new and used vehicles, including Battery Electric Vehicles (BEVs), Plug-in Hybrid Electric Vehicles (PHEVs), and Fuel Cell Electric Vehicles (FCEVs).
To qualify, a vehicle’s Manufacturer’s Suggested Retail Price (MSRP) must not exceed $50,000. This cap applies to all new vehicles; for used vehicles, the cap applies to the MSRP of the vehicle when it was originally sold as new. The MSRP considered for eligibility is the base price and does not include destination fees or optional equipment.

Purchaser Eligibility Rules
Eligibility for the CHEAPR program is determined by the purchaser’s status. The buyer or lessee must be a Connecticut resident at the time of the transaction and provide proof of residency, such as a valid Connecticut driver’s license. The program is available to individuals, not businesses, and there is a limit of two CHEAPR rebates per individual over the lifetime of the program.
The program offers two tiers: a standard rebate and a more substantial incentive known as “Rebate+.” The standard rebate is available to all Connecticut residents who purchase an eligible vehicle. To qualify for Rebate+, a buyer’s household income must be at or below 300% of the federal poverty level.
Alternatively, individuals may qualify for Rebate+ if they participate in certain state or federal assistance programs, such as SNAP or Medicaid, or if they reside in a designated Environmental Justice Community or a Distressed Municipality. To receive the Rebate+ amount, applicants must provide documentation through a pre-qualification application on the CHEAPR website before visiting the dealership.
Available Rebate Amounts
The dollar value of the CHEAPR rebate varies based on the vehicle’s technology and whether the purchaser qualifies for the standard or the Rebate+ incentive. For new vehicles, the standard rebate for a BEV is $1,500, while a new PHEV receives $750. The Rebate+ program significantly increases these amounts for eligible buyers. With Rebate+, the total rebate for a new BEV increases to $4,500, and the total for a new PHEV becomes $2,250.
Rebates for used vehicles are available exclusively to those who qualify for the Rebate+ program; there is no standard rebate. Under Rebate+ guidelines, the incentive for a used BEV is $5,000, and for a used PHEV, it is $3,000. This structure is designed to make used electric vehicles a more accessible option for a wider range of residents.
Fuel Cell Electric Vehicles (FCEVs) have the highest potential rebates. A new FCEV is eligible for a standard rebate of $7,500. If the buyer qualifies for Rebate+, an additional $2,500 is applied, resulting in a total rebate of $10,000.
The Point-of-Sale Rebate Process
The CHEAPR incentive is applied directly at the time of purchase. The process begins by selecting an eligible vehicle from a licensed Connecticut automobile dealership that participates in the CHEAPR program. It is advisable to confirm with the dealer upfront that they are active participants.
During the purchasing process, the buyer provides the necessary documentation, such as proof of residency or a Rebate+ pre-approval notification. The dealership handles the paperwork to apply the rebate.
The buyer should carefully review the final purchase or lease agreement to confirm the CHEAPR rebate has been correctly itemized as a deduction from the total price. The line item should clearly state “CHEAPR Rebate” and show the corresponding dollar amount. This immediate price reduction means the buyer finances a lower amount, resulting in lower monthly payments from the outset.
